Human Relations Group Opposes Use of Dumdums The Richmond Human Relations Commission voted, 9 to 2, yesterday to tell city officials that in its opinion the continued use of dumdum bullets by city policemen will, have an adverse effect on race relations. Leonardo A.

Chappelle, executive director, told the commission that his office conducted a brief study on the use of the bullets for City Manager William J. Leidinger prior to Leidinger's report to City Council recommending use of the controversial -point bullets. He said that in polling a small segment of the black community, his staff found that the "vast majority" disapproved of the bullets. In discussion, some commission members, most of whom. were said the black community sees the use of the bullets as an attack on the black population since most offenders in Richmond are black.

Commission members John P. Ackerly III and John L. Tuttle voted against the resolution, which was introduced by the Rev. John S. Spong.

Miss Louise Carlton, chairman of the Program of Action for the education association, asked the school board Monday night to establish new pay scales for teachers with bachelor's degrees. The proposed scale would be $8,625 to $12,750 in 17 steps. The current scale, according to H.

Kenneth Brown School is $7,500 to $10,425 in 17 steps. The teachers also called on the board and school officials to allow the teachers more opportunity to participate in improving the curriculum. Man Sentenced; Charge Reduced An 18-year-old John Tyler Community College student, charged with abducting and raping a 14-year-old East End girl on Nov.

3, was acquitted of abduction but convicted of the reduced charge statutory rape in Richmond Circuit Court yesterday. Richard Terry Fuller, 18, of the 1200 block N. 37th was accused of taking the girl to his home and raping her after picking her up on a nearby street. The victim said Fuller and another man approached her as she was walking toward her home, also on 37th Street on the night of Nov.3. The two men forced her into a car, the victim said, and took her to Fuller's house, where Fuller raped her.

The second man was not charged, although the victim said he helped Fuller force her into the car. Sentencing was set for March 3. Highway Deaths Fewest in Years CHICAGO (UPI) -Deaths on U.S. highways were at an 11- year low in 1974, mainly because of reduced speeds, the National Safety Council said Tuesday. The total of 46,200 deaths was 17 per cent below 1973 figures.

Raze Burned Hotel, Fredericksburg burg Says Times-Dispatch State Staff FREDERICKSBURG The Mary Washington Hotel, gutted by fire Monday night, will have to be torn down, owner Coleman Gore of Leesburg learned Tuesday. Gore said he would comply with the Fredericksburg building inspector's instructions to remove the building. The hotel burned for more than two hours Monday night as firemen from Fredericksburg and Falmouth fought the flames in the 44-room frame building.

No one was in the hotel, which had been vacated two months ago to allow for repairs from a September fire in the attic which caused damage of less than $10,000. No estimate has been given for damage from Monday's fire. Chairs, beds and chests left in the hotel were lost, however, and some files of the Wood insurance agency, located on the first floor of the building, were soaked with water. Gore, who owns only part of the block where the hotel is located, said that if he could purchase the rest he might construct a new building. He said his plans are not definite, however.
